What is Flood Zone 3 UK?
The Environment Agency defines Zone 3 as the area at greatest risk of flooding from rivers or the sea. Within this zone there are two categories based on risk level:
• Zone 3a (High Probability): Areas with at least a 1% (1 in 100) annual probability of river flooding, or 0.5% (1 in 200) or greater from the sea.
• Zone 3b (Functional Floodplain): Areas where water must flow or be stored during flood events, typically with a 5% (1 in 20) or greater annual probability.
The NPPF requires strict control over development in Zone 3. Applicants must complete the Sequential Test to demonstrate that no lower-risk sites are available.
According to the flood risk vulnerability classification, most “Highly Vulnerable” uses such as basement dwellings are not permitted. “More Vulnerable” uses, including standard housing may be allowed in Zone 3a if the Exception Test is passed demonstrating wider sustainability benefits and that the development will remain safe throughout its lifetime.
