Exception Test
The Exception Test is a planning requirement applied after a Sequential Test to demonstrate that a development provides wider sustainability benefits to the community that outweigh flood risk. Review the vulnerability classification table to understand whether your proposed use is eligible. Full policy detail is set out in the GOV.UK flood zone assessment guidance.

Case Example
If you are building social housing in Flood Zone 3, you must pass the Exception Test by proving the community needs the homes and that you have engineered the site to be safe.
