The Brief

RIDA Reports Ltd was appointed to undertake a detailed flood risk assessment for a proposed residential development at 11 Dorset Drive, Edgware (HA8 7NT). The project involves the demolition of the existing building and the construction of a new replacement house, complete with a new tarmac access drive. The development’s vulnerability classification is categorised as ‘More vulnerable’, with an estimated design life of up to 50 to 100 years.

Why the Client Chose RIDA

Constructing a complete replacement dwelling necessitates a precise understanding of local planning frameworks and flood risk management. The client required a specialist consultancy capable of delivering a site-specific assessment to seamlessly navigate national planning policies and evaluate complex constraints. RIDA was selected for its proven expertise in providing exact technical evidence and establishing secure, compliant flood mitigation strategies for residential developments.

The Challenge

The site was evaluated for multiple potential sources of flooding. It is situated in River Flood Zone 1, meaning it benefits from a low risk of fluvial and tidal flooding, and the assessment confirmed a very low risk of groundwater and sewer flooding. However, the site is constrained by a level of surface water flood risk. The core challenge was to demonstrate that the new ‘More vulnerable’ replacement house could safely manage this surface water threat, specifically ensuring that a safe means of escape could be achieved during an extreme weather event and that the new footprint would not displace floodwaters onto neighbouring properties.

The RIDA Difference

RIDA conducted a detailed flood risk assessment, meticulously evaluating the site using Environment Agency data, Harrow Council’s Strategic Flood Risk Assessment, and mapped flood extents. To directly mitigate the surface water risk and prevent displaced water, RIDA established a precise flood compensation strategy, detailing specific excavation zones (Area A and Area B) to ensure the development maintains the site’s flood storage capacity. Furthermore, to address the life-safety threat, RIDA proactively mapped out a verified evacuation route. By calculating that surface water depths would remain below 0.3m with a low velocity (under 2.5m/s), RIDA confirmed that occupants could safely egress towards the unflooded northern end of Dorset Drive.

The Outcome

The detailed flood risk assessment successfully demonstrated that the proposed replacement dwelling and new access drive could be safely accommodated on the site. By explicitly linking the surface water risks to a secure flood compensation scheme and a verified evacuation strategy, RIDA ensured the development will remain safe over its design life without increasing flood risk elsewhere. The comprehensive report provided the robust, policy-compliant technical justification required to fully support the client’s planning application.
