Can I do my own flood risk assessment?

While it is technically possible to prepare your own Flood Risk Assessment (FRA), this is generally only appropriate for very minor developments in low-risk areas. The National Planning Policy Framework (NPPF) states that a Flood Risk Assessment must show that the new development will be safe for the duration of the development and not cause increased flood risk elsewhere.

For developments in Flood Zone 2 or 3 or larger than 1ha in Flood Zone 1, the FRA must include sufficient knowledge of Environment Agency information, national policy and the specific flood risks at the site. The applicant must also apply the Sequential Test and, where necessary, the Exception Test and undertake suitable mitigating actions including minimum Finished Floor Levels and SuDS. Given the potential objections from local authorities, it is advisable to seek the professional assistance of a consultant specialising in flood risk assessment.
