Vulnerability Classes
The NPPF provides Vulnerability Classes to assess which uses of land (essential infrastructure, highly vulnerable, more vulnerable, less vulnerable and water compatible) are appropriate in each flood risk zone. Review the classification alongside the Sequential Test to confirm whether your proposed use is appropriate. Full vulnerability classifications are set out in the GOV.UK flood zone assessment guidance.

Case Example
A residential house is “More Vulnerable” than an office. This means it is much harder to get permission for a house in a high-risk zone than it is for a warehouse.
Match land use correctly. Rida Reports applies vulnerability tests in your FRA.
