Windfall Sites

Windfall Sites are defined by the NPPF as sites not specifically identified in the development plan — parcels of land that become unexpectedly available for development during the life of a Local Plan. Speak with a consultant to confirm flood risk obligations before progressing a windfall development. Windfall site policy is set out in the GOV.UK national planning policy framework.

Case Example

In Oxford, an older industrial warehouse in East Oxford unexpectedly sold for residential development; treated as a windfall site but must still comply with all relevant planning and flood risk requirements.
